The ELL teachers at North City Elementary are Ingrid Rigsby and Patti Koeller. Ingrid has taught ELL in the Northshore School District. Recently, she taught at Lake Forest Park Elementary as a reading specialist and science specialist. She is excited to be at North City Elementary working with kindergarteners. Patti is the ELL teacher at Lake Forest Park Elementary and shares some of her time here at North City Elementary. She loves working with ELL kindergarteners.

Eligibility for the ELL program is determined by a student’s score on the English Language Proficiency Assessment for the 21st Century (ELPA 21) screener upon entry into school.  Students who score as Emerging or Progressing qualify for ELL services. In accordance with state law, students exit from the ELL program when they score as Proficient on the state English language proficiency test taken every Spring at school.

Shoreline serves elementary English learners through a collaborative/co-teaching model, which may include services within the regular classroom and/or small group instruction.
