Replacement Levies Information

The Shoreline School District Board of Directors has unanimously approved resolutions to place two four-year replacement levies on the February 8, 2022 special election ballot. These levies would replace existing levies that will expire at the end of 2022.
There will be two propositions for Shoreline School District voters to consider:
Proposition 1: Replacement of Expiring Levy for Educational Programs and Operations
This replacement levy helps fund education programs not fully supported by state and federal funding, including:
- Special education staff and instructional programs, highly capable programs and academic support for students
- Nurses, family advocates, librarians, and counselors
- Building maintenance, utilities and transportation
- Extra-curricular student activities, including music, drama and athletics
- Professional development and all Time Responsibility and Incentive (TRI) compensation for teachers and staff
The average estimated tax rate over four years for Proposition 1 would be $1.41 per $1,000 of assessed property value annually. Please note that property values are determined by the King County Assessor, not what a real estate agent or website says it is.
The estimated tax rate for each of the four years and the amounts collected for use in educational programs and operations are listed in the table below:

Proposition 2: Replacement of Expiring Capital Levy for Technology Improvements and Support
This replacement levy funds instructional technology and internet access for students and staff across the district. These funds help pay for:
- Student and staff computers and technology access
- Software, online subscriptions, resources and classroom curriculum
- Annual maintenance and licensing
- Equipment upgrades and replacement
- Staffing, professional development and training
- Network servers and wireless infrastructure
- Email and website services for families, students, and staff
The average estimated tax rate over four years for Proposition 2 would be $0.18 per $1,000 of assessed property value annually. The estimated tax rate for each of the four years and the amounts collected are listed in the table below:

The graph below shows the estimated rates for both proposed replacement levies from 2023-2026, as well as the voter-approved school bonds, compared the rates for the previous four years (2019-2022).
King County will mail ballots to registered voters on January 21, 2022. Ballots must be returned or postmarked by February 8, 2022. To register to vote, visit www.kingcounty.gov/elections. Both levies require a 50% +1 simple majority approval to pass.

What is a school levy?
A levy is a local property tax collected by school districts to help finance the educational programs and operations of schools that are not fully funded by the state. The funds provided by the levies account for roughly 20 percent of Shoreline School District’s annual operating budget.
What is the difference between a bond and a levy?
LEVIES are for LEARNING and student activities:
- Special education staff and instructional programs, highly capable programs and academic support for students

- Requires 60+ percent voter approval to pass
Who is eligible to vote on the replacement levies?
All registered voters residing within Shoreline School District are eligible to vote on the replacement levies.

When is the election?
February 8, 2022 is the date ballots must be mailed or returned to a ballot dropbox. Where can I drop off my ballot?
Ballots will be mailed to voters on January 21, 2022.
I'm on a fixed income and have difficulty paying property taxes, are there tax relief programs available?
Yes. King County offers tax relief for property owners in certain circumstances. You can learn more on their website.

A series of community presentations regarding the upcoming Educational Programs and Operations and Technology Improvements and Support Replacement Levies on the February 8 ballot are scheduled for December 15, January 4 and January 13 and January 26 and January 27 (Spanish only). There will be a 10 am and 7 pm session on each of those days in the Shoreline Room, Shoreline Center, 18560 1st Ave. NE.
